City of Heroes Going Rogue adds the Rogue and Vigilante game alignments, enabling you to explore the shades of gray that lie between Heroes and Villains. For the first time in any super-powered MMOG, your character’s moral choices affect gameplay experience and determine your character’s ultimate destiny.

New things, revamped newbie zones, new zones, new costumes, new power sets (See below), however no new classes.

New Power sets

Duel pistols

The Dual Pistols power set lets Heroes, Villains, and Praetorians alike wield two pistols to powerful and versatile effect. The power set brings to bear a wide variety of debuffs and damage types to adapt to many tactical situations.

Dual Pistols is designed to be a primary power choice for Blasters and Corruptors, and a secondary choice for Defenders. Maelstrom, one of the signature characters from City of Heroes Going Rogue™, uses this highly requested power set.

What distinguishes the Dual Pistols power set is its ability to modify its secondary damage and effect. The majority of damage inflicted by Dual Pistols powers is lethal, and the remaining secondary damage type can be modified.

By selecting the Swap Ammo power, a player can change secondary damage from cold to fire or even toxic at the click of a button. Swap Ammo also applies -Resistance, -Damage, and -Speed debuffs as secondary effects of the ammo type, as well as some crowd control capability through Hold and Knockdown effects. Versatility can be quite powerful as a power set trait, so this set is balanced through its slightly weaker secondary effects.

Demon Summoning

The Demon Summoning power set imbues Masterminds the ability to tap into the abyss and conjure seven different types of elemental demons, each with its own unique themed attacks.

Demon Summoning lets a Mastermind wade into the thick of the fight with elemental demon henchmen instead of hanging back and attacking at range. Demon Summoning is a primary power choice for Masterminds and is the power set of choice for Desdemona, one of the City of Heroes Going Rogue™ signature characters.

The hellfire whip and the seven elemental demons–Fiery Demonling, Cold Demonling, Hellfire Demonling, Ember Demon, Hellfire Gargoyle, Demon Prince, and Living Hellfire–are what sets Demon Summoning apart from other Mastermind primary power sets.

The hellfire whip, dealing fire and toxic damage, reduces its target’s resistance with searing, torturous hellfire. Unlike typical Mastermind attacks, hellfire whip attacks (except Corruption) have a much shorter range. Crack Whip and Lash with a hellfire whip have a longer range than melee attacks, but much shorter range than ranged attacks.

The fire-, cold-, and hellfire-based attacks of the demons provide a variety of secondary effects.

Kinetic Melee

Kinetic Melee combines martial prowess with ranged capabilities and is a perfect power set for those seeking a distinctive and unusual hand-to-hand combat experience. Each attack that lands on a target weakens that target’s ability to fight back.

When a practitioner activates Siphon Power, each subsequent attack becomes yet even more powerful. Combined with the Kinetic Melee power set’s knockdown, knockback, and stun effects, the powers in this power set provide melee-based characters with an awesome arsenal of abilities that have never been seen before.

Electric Control

The Electric Control power set is all about the mastery of lightning to shock, overload, and defeat enemies. New powers, such as Jolting Chain, arc between enemies, creating dazzling chains of electrical energy. Controllers and Dominators can finally enjoy full command of electrical forces. High-end Electric Control wielders command Gremlins, beings of solid lightning that attack with sparks of energy that may disrupt technology.

Featuring a diverse set of rapid-fire controls, Electric Control plays very differently from most power sets. With its combination of immobilization, sleep, knockdown, and confusion effects and endurance drains.

Electric Control is excellent at controlling large groups and preventing incoming damage by preventing enemies from being able to attack you and your allies. Its chaining control powers can even hit targets that would be out of the range of normal area-of-effect attacks as long as nearby enemies are positioned to jump the circuit.
